WATER RESOURCES PLANNING DEPARTMENT

The Water Resources and Planning Department was created as a response to ANA's accountability for the preparation of the Water Resources Plans that, in turn, gear the Government's resource allocation for water related works, such as regulating water courses; water allocation and distribution; water pollution control actions as outlined in the National Water Policy and in coordination with the National Water Management System stakeholders.

The river basin Water Resources Plans are established by Law 9.433/97 as the technical managerial instrument that define water use priorities; water quality goals; and the investment programs to be supported by water charges revenues as well as by other financial sources.

The Water Resources Plans are also responsible for defining guidelines for water permits, water charges, and control on the use of water pollution activities as well as for sustainable raw water allocation, aiming at preventing or resolving conflicts.

Considering the importance of these plans, decentralized participative mechanisms are being established so as to ensure that legitimate stakeholders participate in the preparation of multi-sector objective diagnostics and proposals. For this purpose, information strategies including field campaigns are put in place, using locally accepted civil society organizations. It must therefore be a flexible, friendly instrument, accessible through the internet so as to ensure informed participation and transparency.


MAIN PROJECTS AND PROGRAMS

The National Water Resources Plan - PNRH - is a water management instrument which provides the guidelines for the implementation of the National Water Policy. In june 2003, the National Water Resources Council approved, the definition of the 12 main brazilian hydrographic regions.
